Human rights situation in Palestine and other occupied Arab territories

Israeli settlements in the Occupied Palestinian Territory, including East Jerusalem, and in the occupied Syrian Golan

Note by the Secretariat

  1. In its resolution 55/32, the Human Rights Council requested the Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel to prepare a report on the identities of settlers, as well as settler groups and their members, that had engaged in or continued to engage in acts of violence, intimidation, harassment or terror against Palestinian civilians and the actions taken by Israel, the occupying Power, and by third States to ensure accountability for violations or abuses of international law in that regard, and to present the report to the Council at its fifty-ninth session.
  2. In its resolution 58/28, the Human Rights Council reiterated its request to the Commission of Inquiry, and requested, instead, that the report be submitted to the Council at its sixty-first session.
  3. In a letter dated 6 August 2025 from the Chair of the Commission of Inquiry addressed to the President of the Human Rights Council, the Chair informed the President that, in the light of the ongoing liquidity crisis faced by the United Nations, the Commission of Inquiry had not been in a position to prepare that report.
