Identical letters dated 1 June 2026 from the Permanent Observer of the State of Palestine to the United Nations addressed to the Secretary-General, the President of the General Assembly and the President of the Security Council

I write to draw your immediate attention that, despite international condemnation, Israel, the occupying Power, is taking measures to further entrench and attempt to make irreversible its annexation of Palestinian territory.

Israel is advancing illegal construction plans in the E1 area, to separate the northern and southern parts of the West Bank and sever East Jerusalem from its Palestinian environment, in a grave breach of international law and of the territorial unity and integrity of the Palestinian territory, delivering a deadly blow to the two-State solution. Over the past year, the Israeli government approved the construction plan of 3,401 settlement units in the E1 area, issued tenders for its implementation and is advancing a new apartheid road, dubbed the “sovereignty road”, which would fragment Palestinian land and deny the Palestinian people access to their homes and lands.

These plans rely on the forcible displacement of Palestinian communities. In this context, the order of Israeli Minister Bezalel Smotrich to forcibly displace the Palestinian community of Khan al-Ahmar in the heart of the West Bank is an integral part of these annexation plans.

In parallel, on 28 May, Israel launched an electronic “Land Registry and Settlement of Rights” system for the registration of Palestinian territory, declassifying land ownership and allowing settlers to expropriate and steal Palestinian land through the wholesale registration of Palestinian land under Israeli authority. Smotrich described this decision as “a central pillar in applying sovereignty in the territory”.

The Israeli Prime Minister also announced 10 days ago the approval of a plan for “the rescue, preservation, development and accessibility of heritage and antiquities sites in Judea, Samaria, the Jordan Valley and the Judean Desert”, adding that centres and infrastructure will be built in the Occupied Palestinian Territory for that purpose, enabling the Israeli government to seize Palestinian land under the false guise of protecting historic sites in service of the illegal settlement project.

Last week, Israel expropriated land surrounding the village of Nabi Samuel, north of Jerusalem, a site that includes a mosque owned by the Muslim Waqf, the archaeological site surrounding it, the spring at its foothill, agricultural lands and access roads to the site. This constitutes the first expropriation of a holy site in the West Bank.

The Israeli cabinet also approved a plan to build a military compound on top of the headquarters of the United Nations Relief and Works Agency for Palestine Refugees in the Near East in occupied East Jerusalem, after it unlawfully seized and bulldozed it, in violation of the Privileges and Immunities of the United Nations and the absolute inviolability of United Nations property and premises. Such a decision is also integral to Israel’s unlawful annexation of East Jerusalem.

At the forefront of Israel’s annexation is settler terrorism, enabled and supported by the Israeli government and the Israeli occupying forces, to unlawfully empty the land and seize it. This campaign of terror aims at the forcible displacement of Palestinian communities across the West Bank, including East Jerusalem, through killing and maiming, as well as the destruction of essential infrastructure, livestock and olive trees.

Meanwhile, nearly 2 million Palestinians remain displaced throughout the Gaza Strip, with ongoing Israeli bombing and a catastrophic humanitarian situation, with the explicit aim of removing the Palestinian people to annex the land. The Office of the United Nations High Commissioner for Human Rights said on 29 May that “almost everyone is displaced and concentrated into less than half the land area of Gaza – hemmed in by Israeli ground forces that continue to move west, displacing families and pushing them into a progressively narrower strip of land. In recent days, multiple displacement orders were issued, forcing people out of their shelters.” This is in line with the order by Israel’s Prime Minister to expand control over 70% of the Gaza Strip, in yet another step towards the gradual annexation of the entire Gaza Strip, in another flagrant violation of the Charter of the United Nations, the October 2025 ceasefire agreement and the resolutions of the Security Council.

Israel’s relentless campaign against the Palestinian people, inflicting unbearable suffering on them daily, aims to systematically erase their presence, history and heritage in their land. Israeli occupying forces’ resort to rape and sexual violence as a weapon of war is an integral part of this campaign. The listing of the Israeli armed and security forces on the United Nations list of parties responsible for patterns of rape and other forms of sexual violence in situations of armed conflict is long overdue and comes on the basis of undeniable evidence, including footage and consistent record of such violence, and of Israeli officials, notably the Israeli Prime Minister, openly pledging to shield perpetrators of such rape and sexual violence, as they did after charges were dropped against Israeli soldiers who had raped a Palestinian prisoner and the video of the rape was leaked. Prime Minister Netanyahu called the leak of the video the worst “public relations attack” Israel has faced, calling the accusation of rape “a blood libel” and referring to the perpetrators of the rape as “heroic fighters”. The Israeli government responded the same way to the United Nations listing, showing outrage at the listing, rather than at the horrific reality that rape and sexual violence have been perpetrated against Palestinians, including girls and boys, demonstrating once again that the Israeli government does not only fail to condemn these actions, but fully condones them.

The international community is bound to undertake concrete actions to uphold outstanding legal obligations, in accordance with international law, to compel Israel to immediately cease all its violations and rescind and reverse all of its illegal policies, including all annexation measures, and to end its horrific violence against the Palestinian people aimed at its destruction through death, displacement and devastation.

We therefore call on the international community, including the Security Council, and all States, to act without delay to bring an immediate end to Israel’s annexation campaign in the Occupied Palestinian Territory, including East Jerusalem, and to the prolonged injustice inflicted on the Palestinian people. This requires binding and effective practical measures of accountability, in line with the relevant Security Council and General Assembly resolutions, the provisions of the Fourth Geneva Convention and the advisory opinions and orders of the International Court of Justice, to bring Israel, the occupying Power, into full compliance with its legal obligations, enforce respect for international law, save human lives and salvage the rapidly eroding prospects for a just and lasting peace.

The present letter is in follow-up to our 889 previous letters regarding the ongoing crisis in the Occupied Palestinian Territory, including East Jerusalem, which constitutes the territory of the State of Palestine. Those letters, dated from 29?September 2000 () to 31 March 2026 (), constitute a basic record of the crimes being committed by Israel, the occupying Power, against the Palestinian people since September 2000. For all of these war crimes, acts of State terrorism and systematic human rights violations being committed against the Palestinian people, Israel, the occupying Power, must be held accountable and the perpetrators must be brought to justice.
