the defining challenge of our times.<\/p>\n<p>The Paris Agreement lays the basis for ambitious action.<\/p>\n<p>But we know that current commitments will not get us there.<\/p>\n<p>Every day, in every region, the front pages are dominated by weather-related disasters \u2013 storms, floods, droughts, fires.<\/p>\n<p>My recent visit to Barbuda and Dominica was truly heart-breaking and eye-opening.<br \/>\nClimate change is moving much faster than we are.<\/p>\n<p>Atmospheric levels of carbon dioxide are higher than they have been for 800,000 years.<\/p>\n<p>Alarmingly, this year saw the first increase in CO2 emissions in three years.<\/p>\n<p>The past five years have been the hottest period on record.<\/p>\n<p>We are in a war for the very existence of life on our planet as we know it, but we have an important ally \u2013 science and technology.<\/p>\n<p>First, because what is happening is exactly as science has predicted.<br \/>\nSecond, technological progress has already exposed the falsehood that responding to climate change is a threat to the economy.<\/p>\n<p>The cost of renewable energy is plummeting.<\/p>\n<p>All around the world, cities, regions states and territories are taking climate action and setting their own ambitious targets.<\/p>\n<p>Thousands of private corporations, including major oil and gas companies are taking their own action.<\/p>\n<p>Green business is good business.<\/p>\n<p>We are seeing new industries. \u00a0New markets. \u00a0Healthier environments. \u00a0More jobs.<\/p>\n<p>The message is simple: those who fail to bet on a green economy will be living in a grey future.<\/p>\n<p>That means much greater ambition by governments, civil society, the private sector &#8212; and the world of finance.<\/p>\n<p>Finance could be, should be and will be the decisive factor &#8212; the difference between winning and losing the war.<\/p>\n<p>Finance in its very nature is forward-looking.<\/p>\n<p>We must make sure that it works not only for profit but for the future of people and the planet.<\/p>\n<p>Finance is not scarce.<\/p>\n<p>Today\u2019s global financial system is awash with funds.<\/p>\n<p>Tens of trillions of dollars are earning low or even negative interest rates.<\/p>\n<p>But, the opportunities for productive and profitable, low-carbon, climate-resilient investment are vast.<\/p>\n<p>Renewables are now cheaper than coal-powered energy in dozens of developed and developing countries, creating the basis for sustainable energy for all<\/p>\n<p>It is also a fact that fossil fuels remain heavily subsidized \u2013 meaning we are investing in our own doom.<\/p>\n<p>I have heard it said that the stone age did not end because we ran out of stones.<\/p>\n<p>We don\u2019t have to wait to run out of coal and oil to end the age of fossil fuels.<\/p>\n<p>We need to invest in the future, not the past.<\/p>\n<p>We need policy makers and central banks, stock exchanges, pension funds, rating agencies and all financial actors to align investments with the needs of climate action and sustainable development.<\/p>\n<p>Mesdames et Messieurs<\/p>\n<p>Comme je l\u2019ai dit, les fonds ne manquent pas, c\u2019est la confiance qui fait d\u00e9faut.<\/p>\n<p>Il nous faut y rem\u00e9dier.<\/p>\n<p>Cela signifie qu\u2019il faut avant tout veiller \u00e0 ce que les pays riches honorent leur engagement et apportent 100 milliards de dollars par an jusqu\u2019en 2020 \u00e0 l\u2019intention des pays en d\u00e9veloppement.<\/p>\n<p>Nous en avons tous la responsabilit\u00e9.<\/p>\n<p>Cela signifie que le Fonds vert pour le climat doit devenir un instrument efficace et souple, notamment pour les pays les plus vuln\u00e9rables comme les petits \u00c9tats insulaires et les pays les moins avanc\u00e9s.<\/p>\n<p>Ces deux conditions sont indispensables pour que la confiance r\u00e8gne entre pays d\u00e9velopp\u00e9s et pays en d\u00e9veloppement.<\/p>\n<p>Les pays en d\u00e9veloppement ne sont pas responsables du probl\u00e8me auquel ils ont \u00e0 faire face, et ce n\u2019est donc que justice que les pays d\u00e9velopp\u00e9s les aident \u00e0 mener ce combat.<\/p>\n<p>Mais les \u00c9tats n\u2019y parviendront pas \u00e0 eux seuls.<\/p>\n<p>Les capitaux priv\u00e9s sont indispensables.<\/p>\n<p>Il nous faut cr\u00e9er la confiance et r\u00e9duire les risques, utiliser au mieux les ressources disponibles et trouver des modes de financement novateurs, comme les obligations vertes dont la viabilit\u00e9 et le succ\u00e8s sont d\u00e9j\u00e0 des r\u00e9alit\u00e9s.<\/p>\n<p>Les institutions de financement du d\u00e9veloppement, y compris le Groupe de la Banque mondiale, co-organisateur du Sommet d\u2019aujourd\u2019hui, ont un r\u00f4le essentiel \u00e0 jouer \u00e0 cet \u00e9gard.<br \/>\nEn limitant les risques, elles peuvent encourager les investissements dans des projets qui contribuent \u00e0 la lutte contre les changements climatiques.<\/p>\n<p>De leur c\u00f4t\u00e9, les gouvernements doivent contribuer \u00e0 cr\u00e9er un environnement propice.<\/p>\n<p>Les choses bougent d\u00e9j\u00e0.<\/p>\n<p>Il existe actuellement plus de 1 200 textes l\u00e9gislatifs se rapportant au climat, dans plus de 60 pays.<\/p>\n<p>La tarification du carbone concerne d\u00e9j\u00e0 des activit\u00e9s qui repr\u00e9sentent 13 pour cent du PIB mondial.<br \/>\nAlors que nous cherchons \u00e0 faire preuve d\u2019une ambition plus grande encore dans le cadre de l\u2019Accord de Paris, j\u2019invite instamment tous les gouvernements et toutes les parties prenantes \u00e0 aller encore plus loin.<br \/>\nLe train du climat n\u2019attend pas.
